Registry Voluntary Commitments (RVCs), formerly Voluntary Public Interest Commitments [PICs]), are recommended in the Generic Names Supporting Organization New Generic Top-Level Domain (gTLD) Subsequent Procedures Policy Development Process Final Report as the primary means by which registries will make commitments to the community, regarding a particular gTLD. Initially, these commitments were made as part of applications for new strings, often to address an objection from the Governmental Advisory Committee. More recently, they were raised in the context of the proposed acquisition of Public Interest Registry. In both cases, there is a question about their value and enforceability by ICANN. Recently, the ICANN Board has raised the possibility that ICANN Compliance cannot enforce contract provisions that fall outside of the ICANN Mission. Clearly, registries need a way to make enforceable commitments to the community. Given that they will be subject to public comment going forward, are RVCs fit for purpose? Do we need greater clarity over enforceability and standing to bring a Dispute Resolution Process, or do we need another mechanism? This plenary session will discuss the pros and cons of RVCs as well as possible improvements moving forward into implementation.
